How this ranking is built
Axis selection is editorial: this page does not score every field of every matrix, only the axis per matrix judged most directly comparable state-to-state. Which raw value counts as favorable for each scored axis is a hard-coded, hand-authored call — never inferred from the data itself — and every one of those calls carries a stated reason (see each table below). What this page does not prove
- A lead count is not a composite score. The 12 leading axes and 6 trailing axes above are not netted into a single “Wyoming ranks Nth overall” figure — the axes are not comparable in importance to every reader, and building one number would smuggle a weighting judgment in without disclosing it.

Two separate steps. First, an explicit, hand-authored manifest — never inferred from the data itself — states which raw value or direction counts as favorable for each axis (for example: a lower filing fee is favorable; a state's LLC Act permitting an extra statutory election is favorable). Second, one uniform mechanical rule, applied identically to every axis, turns Wyoming's actual value into a leading / trailing / middle-of-the-pack call: for yes/no and ordinal axes, the two ends of the scale; for dollar-figure axes, whether Wyoming falls in the top or bottom quarter of comparable states. No axis gets a custom threshold.
Why are some topics not scored at all?
A field is marked not scored when calling a direction would be a genuine editorial overreach rather than a documented fact — Wyoming's tax posture (favorable depends on the reader's own home state), the LLC Act's enactment year (whether an older statute is 'better' is itself contestable), and a few structurally non-orderable or ambiguous fields.
