All 51 US jurisdictions (50 states + DC). Address Confidentiality Programs are state-administered programs that let eligible participants use a state-issued substitute mailing address on public records. ACPs are safety-risk regimes — NOT general-purpose business-privacy tools. Cells document whether each state has a program, the administering agency, eligibility scope, and whether the substitute address can be used on business filings. The load-bearing question: California Safe at Home is the only cohort-state ACP that explicitly authorizes substitute-address use on SoS business filings via Cal. Gov. Code §6207. Every cell is cited to a primary source; unobservable states are documented as typed unknowns.
