Hover column headers to see field definitions. Hover cell text to see source notes. Typed unknowns (e.g., “Portal not observable”) are methodological limits, not data gaps.

Research scope

All 51 US jurisdictions (50 states + DC). Address Confidentiality Programs are state-administered programs that let eligible participants use a state-issued substitute mailing address on public records. ACPs are safety-risk regimes — NOT general-purpose business-privacy tools. Cells document whether each state has a program, the administering agency, eligibility scope, and whether the substitute address can be used on business filings. The load-bearing question: California Safe at Home is the only cohort-state ACP that explicitly authorizes substitute-address use on SoS business filings via Cal. Gov. Code §6207. Every cell is cited to a primary source; unobservable states are documented as typed unknowns.

How to read this matrix

Each row is a U.S. state. Typed unknowns mark ACP business-filing applicability that cannot be confirmed under the methodology at /about/methodology/.

Sources

Primary-source citations per row live in the matrix's sources.json companion. The full source taxonomy lives at /about/source-registry/.

Frequently asked questions

Can any LLC use a substitute address on state filings?

Eligibility is safety-risk gated — e.g., Cal. Gov. Code §6207 for CA SoS filings. The matrix tracks business_filing_applicability per program.

Does an ACP substitute address work in every state?

Programs are state-specific — enrollment in CA does not automatically transfer to NY or CO filing rules.

Will an ACP address stop data brokers?

Brokers may already hold prior addresses — layer 3 deletion and layer 1 filing strategy are both required.

Where is the narrative explainer?

/privacy-exposure/address-confidentiality-programs-by-state-explainer/ walks through operator workflow and limitations.

Is federal mail forwarding covered?

USPS general delivery and CMRA rules are outside this matrix — scope is state ACP statutes and SoS acceptance.
