Why BOI confidentiality is not the same as privacy

The CTA created a confidential federal registry — not a private one. Confidentiality means the data is not published. It does not mean the data is unavailable. Authorized requestors under 31 U.S.C. §5336(c) include federal law enforcement, state agencies in certain circumstances, financial institutions conducting customer due diligence, and foreign governments through treaty channels.

Understanding this distinction is the difference between a formation strategy that works operationally and one that only works on paper.
