Choose the record system first

Start with the official system that owns the record and the precise access question, because one portal's search keys, displayed fields, eligibility rules, or document access cannot answer for another system.

  • Assessor and property-tax lookups: use Property Ownership Searchability by State for system topology, owner and situs queries, and owner-name or mailing-address display.
  • Voter files and address release: use Voter-Roll Address Exposure by State for requester eligibility, permitted use, release channel, address fields, and bulk availability.
  • Civil case indexes and dockets: use Court-Record Searchability by State for comparisons of index structure and party-name search, plus guidance on party-address display, docket visibility, and document access.

Record boundaries and adjacent systems

Use the page that owns the exact record family, then follow an adjacent silo only when the question changes from official access to filing, privacy remedy, protection structure, or downstream exposure.

Freshness and scope

Treat each matrix's source date, official-system boundary, sampling rule, access qualification, and typed-unknown notice as controlling; this hub does not make stale portal behavior or record law current.

Do not carry a result from one jurisdiction, county, court, recorder, board, profession, portal, requester class, or record type into another. A searchable record is not necessarily public to every requester, a downloadable document is not proof that every field is visible, and a typed unknown is not a negative finding. Inclusion here is not a recommendation, privacy score, or legal conclusion.
